Status of Energy Assistance

HOUSEHOLDS will BE PLACED ON THE LIHEAP list after completing an Application Request Form HERE
These programs are first-come, first-served. All programs are processed by mail only at this time. Complete the application request form above to be placed on a list for mailing, or call 503-687-1480 to leave a voicemail requesting an application.

Households on the LIHEAP list will be sent an application packet by mail during funding availability. Individuals requiring additional assistance with the application may call 503-687-1480 to request a phone appointment. All programs are provided under income guidelines set by State &/or Federal agencies.

Please note: at this time, YCAP accepts original applications by mail or drop-off only and the application MUST BE SIGNED under the disclaimer. Do not submit the application digitally.

Please refer to program descriptions below and note that YCAP is offering Energy Assistance by mail only at this time.

- LIHEAP

(Low-Income Home Energy Assistance Program)
Available to customers that meet the income guidelines. Assistance may be directed to the primary heat source in the home.

- OEAP

(Oregon Energy Assistance Program) PGE customers only.
OEAP qualifying criteria includes income eligibility and an active account with PGE.
Priority status may be given to households with no power, medical equipment or a shut-off notice.

- OLGA

(Oregon Low-Income Gas Assistance) NW Natural gas customers only.
OLGA qualifying criteria includes income eligibility and an active account with NWN.
YCAP receives a monthly allocation to serve a limited number of households.
Once these funds are exhausted, applications may be placed on a list until additional funds become available.
