ENERGY BILL ASSISTANCE

Energy and heating is a necessary aspect of shelter. Deficiencies in home heating pose a threat to life, health, and safety. The purpose of Energy Assistance is to provide support to eligible households to offset residential energy costs. Below are resources that may provide assistance to eligible applicants.

LIHEAP, OEAP, and OLGA require a gross annual income at or below $70,790 for a family of four. Complete income guidelines and additional requirements are available by clicking the orange buttons below the program descriptions.

Status of Energy Assistance

LIHEAP (LOW INCOME HOME ENERGY ASSISTANCE PROGRAM)

LIHEAP is available to customers that meet the income guidelines.  Assistance may be directed to the primary heat source in the home. Applications are processed on a first-come-first-served basis. Application packets are anticipated to be available the first week of October for households having either a senior (60 or older) and/or disabled household member(s). Pending funding availability, general public households will be placed on a referral list starting in December and follow the department’s application release processes. Applications will continue to be accepted through the heating season until all funds have been utilized.

OEAP (Oregon Energy Assistance Program)

PGE customers only. 
Applications are processed on a first-come-first-served basis. Please call 503-687-1480, or use the online form above to be placed on the application request list.  OEAP qualifying criteria includes income eligibility. Priority status may be given to households with no power, medical equipment or a shut-off notice. YCAP receives a monthly allocation to serve a limited number of households.


OLGA (Oregon Low-Income Gas Assistance)

NWNG customers only. 
Applications are processed on a first-come-first-served basis. Please call 503-687-1480, or use the online form above to be placed on the application request list.  Applications will be accepted until funds are exhausted. OLGA qualifying criteria includes income eligibility and an active account with NWN.  YCAP receives a monthly allocation to serve a limited number of households.  Once these funds are spent, applications may be placed on a list until additional funding becomes available.

WEATHERIZATION

The Weatherization program provides free weatherization services to income-eligible residents (homeowners and renters) of Yamhill County. The goal is to lower energy usage in order to lower utility costs.

Income eligible clients must be at or below 200% of Federal Poverty. Once deemed eligible for services, an energy audit will be conducted to identify and prioritize cost-effective weatherization measures.

Weatherization measures may include:

General Heat Waste

Reduce air infiltration in ways such as: replace broken window pane, re-glaze windows, interior caulking, install new weather-stripping on windows and doors, and insulate water pipes.


Efficiency Upgrades

LED lighting, low-flow shower, and faucet kits.


Heating Systems

Pressure test forced-air system, air seal and insulate supply and return duct system.  Install as appropriate: flame retention burners, electronic ignition devices, and heating system repairs.


Attic Insulation

Bring ventilation up to code, provide protective barriers around heat-producing devices, and insulate to cost-effective level.


Wall Insulation

Blow loose-fill insulation into wall cavities to reduce heat loss and air infiltration.


Floor Insulation

Provide vapor barrier on the ground, and install fiberglass batt insulation in the joist cavities.


Windows

Based on results from the home assessment, window treatments may not be cost-effective.


Skirting

Install appropriate materials around the perimeter of the dwelling unit to control airflow in the crawl space.


Energy Education

Consultation with the Energy Professionals to maximize energy savings.
