Status of Energy Assistance

The Energy Service Department is now accepting applications for the LIHEAP, OEAP, and OLGA programs. Funding for these programs is available for eligible households at or below 60% SMI (State Median Income).

Application packets are currently mailed the same day they are requested to provide timely access to services. Clients receive a Program Letter outlining valuable information about the program, along with the full Application Packet required to apply for assistance. The duration between requesting and receiving the application may vary depending on current processing capacity and postal delivery times. Applicants are encouraged to allow sufficient time for delivery before contacting the office regarding the status of a packet.

 

Summer cooling assistance is now available. Funding through LIHEAP and OEAP is accessible to qualifying households. With rising temperatures placing a significant strain on vulnerable communities, this assistance is critical for preventing heat-related health risks and maintaining affordable energy bills.

 

The YCAP Energy Assistance team has developed a new video guide that provides clear, step-by-step instructions to help households successfully complete the application from home. The video walks applicants through each section of the process, offering guidance to make the application easier to understand and complete. The guide is available online on the energy homepage, CLICK HERE, and can be accessed at any time for those preferring to review the application process before submitting information.

Individuals or households that could benefit from Energy Assistance may be referred to YCAP to receive an application. The Application Request Form is available online HERE. An application may also be requested by calling the Energy Services Hotline at 503-687-1480.

Please note:

  • Applications are processed on a first applied, first served basis.

  • YCAP accepts original applications by mail or drop-off only, and the application MUST BE SIGNED under the disclaimer.

  • If an application is submitted and is incomplete, delays in processing time will occur until all required supplemental documentation is obtained.

  • Individuals requiring additional assistance with the application may call 503-687-1480 to request more information.

Energy Assistance Program Key

  • LIHEAP 

(Low-Income Home Energy Assistance Program)
Available to customers that meet the income guidelines.  Assistance may be directed to the primary heat source in the home. 

  • OEAP

(Oregon Energy Assistance Program) PGE customers only. 
OEAP qualifying criteria includes income eligibility and an active account with PGE.
Priority status may be given to households with no power, medical equipment or a shut-off notice.

  • OLGA

(Oregon Low-Income Gas Assistance) NW Natural gas customers only.
OLGA qualifying criteria includes income eligibility and an active account with NWN.
YCAP receives a monthly allocation to serve a limited number of households.
Once these funds are exhausted, applications may be placed on a list until additional funds become available.
